Preference panel completion rate

Preference panel completion rate measures whether granular controls are usable. Track preference_panel_open -> save_preferences, reject_all, or accept_selected.

For journey-blocking consent, a low completion rate usually means settings are too complex, refusal is buried, or users are using the panel as an escape route.
